around the lower end i would avoid VA panels- they get a bad rep for the black smear issue.
the sammy VAs are (generally) excellent but pricey
my opinion is still the same, for entry level - buy an IPS panel. you wont notice the grey blacks if you don't have another panel to compare it to and the motion is flawless on the good IPS panels.
TN is even better- something really beautiful about TN motion ( at 144hz), i prefer it to the motion of 120 hz OLED- but TN colour is the worst

Personally I only buy IPS panels due to viewing angles. But there's more to it then that and "how to geek" explain the differences well. (edited)
